Delay in the reform of Supplementary Social Protection (PSC): Explanations

According to several journalistic sources, the reform of the Supplementary Social Protection (PSC), initially planned for 2024, has been delayed and should be implemented in 2025.

This delay affects different ministries differently, as the following examples show:

Ministry of Public Service :

  • According to Argus de l'assurance : The MFP (Mutualité Fonction Publique) is concerned about the delay in providing foresight, one of the aspects of the reform. The benefits and compulsory participation are still not defined.
  • According to Acteurs Publics : The delay jeopardizes the establishment of mandatory health coverage for all civil servants by January 1, 2024.

Ministry of National Education :

  • According to the SNES-FSU : The union is concerned about the lack of information and consultation surrounding the reform. It fears that the default choices will not be the most advantageous for agents.

Ministry of Defense :

  • According to FO Défense : The union denounces a mess and demands clarification on the timetable and the guarantees offered to agents.

All stakeholders explain the delay with the following reasons:

1. Complexity of the reform : The PSC is a complex system that involves millions of agents and multiple regimes.

2. Lack of consultation : Trade union organisations denounce a lack of consultation prior to the reform.

3. Technical difficulties : The implementation of the reform requires significant IT developments.

3. Budgetary impact : The assessment of the budgetary impact of the reform is ongoing and has not yet been completed.

Despite this delay, the government maintains its commitment to implement the PSC reform. However, it has recognised the need to continue consultations and to better communicate on the progress of the project.

The postponement of the PSC reform is a source of frustration for some players, but it also offers mutual insurance companies additional time to prepare and position themselves in this rapidly changing market.
